Position Overview and Responsibilities:

This position located in the Petroleum Restoration Program (PRP) and will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of Waste Management to operate more efficiently and effectively.

The Petroleum Restoration Program encompasses the technical oversight, management, and administrative activities necessary to prioritize, assess, and cleanup sites contaminated by discharges of petroleum and petroleum products from stationary petroleum storage systems. These sites include those determined eligible for state funded cleanup using qualified contractors selected through competitive procurement or selected by the property owner or responsible party and state lead contractors under direct contract with the Department, as well as non-program or voluntary cleanup sites that are funded by responsible parties. The program budget exceeds $100 million each year. This position will be responsible for the following duties:

• Performs special assignment research, designs, and maintains Excel tracking sheets, and prepares analyses and reports to improve the workflow and efficiency of PRP.
• Gathers, records, and analyzes data pertaining to the program meeting its goals and metrics as set forth by the Division of Waste Management Business Plan and leadership directives. This includes recording and prioritizing all documents and projects sent to the program, routing to the appropriate personnel for review and signature, tracking the flow of documents when multiple reviews are needed, following up on outstanding items as due dates approach and checking in with assigned personnel to ensure acceptable turnaround times.
• Reviews, organizes, compiles, and prepares correspondence, reports, and special assignments to ensure compliance with applicable administrative, and statutory and regulatory requirements. Lead coordinator for the annual program meeting and manages all associated logistical requirements such as location, class schedule, etc. Stays abreast of program and departmental developments, policies, and programs in order to provide guidance for response to the public. Coordinates with the Division Director’s office to stay up to date with procedures, policies, and directives of the Department.
• Responsible for developing process and mechanism for tracking PRP management requests for management-sanctioned program improvements. Analyze program operating practices, such as recordkeeping systems, reporting and/or tracking procedures, forms control, office layout, personnel and budgetary requirements, and performance standards. Makes recommendations to the Program Administrator for changes to improve workflow, implement cost reductions, and/or streamline processes.
• Prepares purchase requisitions for the PRP and issues Purchase Orders (PO’s) through MFMP. Coordinates State P-Cards for PRP, clearing and reconciling charges. Reviews, pays, and reconciles expense information on PO’s and State P-Card purchases for staff with the purchasing section’s forms using Flair and P-card ageing reports. Tracks PRP’s operating budget and reconciles to ensure daily administrative and operational efficiency for the PRP. Maintains general office supply inventory for PRP and orders special equipment and supplies.
• Processes Cost Change Orders in MyFloridaMarketplace, clerks, mails, and files program correspondence. Assists the Program Administrator by maintaining Outlook calendar items and scheduling/organizing/tracking meetings, workshops, conferences and appointments for PA and program staff and making travel arrangements for immediate staff members as needed. Arranges accommodations, travel, and itineraries and notes for meetings.
• Performs other duties as assigned by supervisor.

Required Knowledge, Skills, and Abilities:

• Knowledge and skills in principles and processes involved in business and organizational planning, coordination, and execution.
• Knowledge of MyFloridaMarketPlace processes and procedures.
• Knowledge of Sales Force State Travel Management System
• Knowledge of Works purchasing card process.
• Knowledge of state budgeting practices.
• Knowledge regarding State purchasing procedures and State travel processes.
• Knowledge of OCULUS and STCM preferred.
• Skilled in using Microsoft Word, Excel, and PowerPoint.
• Ability to set up, sort, and evaluate trends in Excel tables.
• Ability to create purchase orders and process change orders in MyFloridaMarketPlace.
• Ability to approve purchases in the purchasing card queue in FLAIR.
• Ability to communicate effectively both verbally and in writing.
• Ability to work with public officials, private organizations, and the general public in a professional and respectful manner.
• Ability to organize and complete work assignments under pressure of time and shifting priorities.
• Ability to work independently, as well as work well with others.
• Ability to establish and maintain effective working relationships.

Minimum Qualifications:

• At least four years of verifiable related experience. Post-secondary degrees from an accredited college or university may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

• Valid Driver’s License.

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
