Job Description and Duties

Under the general direction of the Executive Director and the Supervisor II, and under close supervision by Supervisor I or Supervisor II, this position performs routine analytical duties for the California School Finance Authority’s grant, loan, and financing programs; reviews applications for grants, loans, and financings, and determines eligibility per established statutory and regulatory requirements and prepares summary reports thereon for the Authority; provides technical review of grant/loan and financing documents to ensure that the interests of the State and investors are protected; and interfaces with the public and provides information regarding the program. This position will perform duties related to all the Authority’s programs, as needed and directed by the Executive Director.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience reviewing grant or loan applications, including financial data analysis, to support award decisions.
• Proficiency in Microsoft Excel, including creating and maintaining complex financial spreadsheets.
• Experience collecting, analyzing, and reporting financial and programmatic data.
• Ability to provide applicant support, ensuring timely and complete application submissions.
• Strong analytical, problem-solving, and written communication skills.
• Knowledge of public finance, charter school funding, or state grant/loan programs is a plus.

Minimum Qualifications

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include your unofficial transcripts/diploma for verification in your application packet. Official sealed transcripts or your original diploma (with embossed seal) will be required prior to appointment. If it is determined that a candidate does not meet all Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the classification. All candidates who are determined to not meet the Minimum Qualifications will be contacted in writing and will have 10 business days to respond with additional information supporting their Minimum Qualifications for the classification. Candidates who have been withheld may file an appeal with the State Personnel Board.
